Mark is a co-founder of Blue Delta Capital Partners. Mr. Frantz currently serves on the Board of Directors or Advisory Boards for numerous privately-held growth companies and non-profit organizations, and he is also on the Board of Directors for ASGN (NYSE: ASGN).
Mark has been actively involved in all of Blue Delta’s investments, including Metis Solutions (acq. by PAE), Sonatype (acq. by Vista Equity), 42Six (acq. by CSC) and PAE (acq. by Platinum Equity, NASDAQ: PAE). Mr. Frantz was also a member of the Board of Directors for CSRA (NYSE: CSRA) which was acquired by General Dynamics for $9.7 billion.
Prior to Blue Delta, Mark had the privilege and pleasure of investing in and working with over a dozen highly successful companies and their excellent management teams, including Sourcefire (Nasdaq: FIRE, then acquired by Cisco), NetWitness (acq. by RSA), and Blackboard (Nasdaq: BBBB, then acquired by Providence Equity),
Mark has served as the Managing General Partner of In-Q-Tel (the strategic venture capital affiliate of the U.S. Intelligence Community), a Principal with Carlyle Venture Partners, a Partner at RedShift Ventures, the Associate to the Senior Chairman at Alex. Brown, the economic and technology policy advisor to Pennsylvania Governor Tom Ridge, and the Associate Director of The White House Office of Intergovernmental Affairs under the 41st President of the United States, George H. W. Bush.
Mr. Frantz holds J.D. and M.B.A. degrees from the University of Pittsburgh and a B.A. degree (double major, history and political science) from Allegheny College.
Kevin is a co-founder of Blue Delta Capital Partners. Mr. Robbins has been actively involved in all of Blue Delta’s investments, including Quadrint (acq. by CACI), iNovex (acq. by Enlightenment Capital), Metis Solutions (acq. by PAE), IST Research (acq. by The Carlyle Group), The Tauri Group (acq. by LMI), and KTSi (acq. by Scitor).
Kevin also co-founded Wolf Den Associates, a leading consulting firm in the Government Services sector, which was acquired by Deep Water Point in 2022, and Dark Wolf Solutions, a leading provider of DevSecOps and cybersecurity solutions to national security and Fortune 500 customers. Mr. Robbins previously worked in Corporate Development at SRA International, where he was a senior member of the team responsible for strategic planning, mergers and acquisitions, corporate spinoffs, and key industry relationships. During his tenure at SRA, he played a lead role in four different strategic planning cycles, the acquisition of six companies, and the divestiture of two units.
Before joining SRA, Mr. Robbins was a key member of the team at ABS Capital Partners that invested in successful growth companies such as Liquidity Services, Inc. (Nasdaq: LQDT) and American Public Education, Inc. (Nasdaq: APEI). Mr. Robbins was also a senior member of the Technology, Media, and Telecommunications (TMT) and Energy Technology investment teams at General Electric’s GE Equity division. Mr. Robbins began his career at Alex. Brown, working in the Consumer & Business Services group.
Mr. Robbins holds an A.B. in Economics from Dartmouth College, is a Six Sigma Green Belt, has been recognized by M&A Advisor as one of the 40 Under 40, was added to the Washington 100 by Executive Mosaic in 2020, was recently named a Tech Titan by Washingtonian, and currently serves on the Board of Directors of The Wolf Trap Foundation.
Phil Nolan has been involved with Blue Delta in various capacities since 2011. As a General Partner, he has been involved with a number of portfolio companies, including Metis Solutions (acq. by PAE) and The Tauri Group (acq. by LMI).
Mr. Nolan was Chairman, President, and CEO of Stanley, Inc. (NYSE: SXE), which he took public in 2006 and was acquired by CGI Group (NYSE: GIB) in 2010. Phil was also the CEO of Camber Corporation, which was acquired by Huntington Ingalls Industries (NYSE: HII) in 2016.
In addition to his numerous Blue Delta portfolio company board seats, Mr. Nolan has served as the Lead Independent Director at Perspecta (NYSE: PRSP), serves as the Chairman of GovCIO, and sits on the Boards of CACI (NYSE: CACI), MAG Aerospace and Capgemini Government Solutions’ SSA.
Phil was a past Chairman of the Professional Services Council. He holds a J.D. from George Washington University, a M.S.E. in engineering management from the Catholic University of America and a B.S. in physics from the U.S. Naval Academy. He is a member of the Pennsylvania and DC bars.
Chris Torti brings over 30 years of experience leading growth companies in the Government Services, Commercial, and Philanthropic arenas. He has a proven record of delivering results to shareholders, employees, customers and the community.
Chris began his career at Stanley Associates, when it was a very small government contractor. He played an integral role in the firm’s growth from $5 million in revenue and 50 employees to nearly $1 billion and roster of 5,000 employees, including an IPO and then the eventual sale to CGI for $1.2 billion. Chris held both operational and corporate roles during his tenure at Stanley, including starting and running many of the corporate functions (e.g. M&A, Contracts, Program Control, Legal, Pricing, Purchasing, and Subcontracts) as well as running a couple hundred million dollar operating division as its Senior VP.
From Stanley, Chris was recruited to join Jorge Scientific Corporation, where he led its transition to a Washington Technology Top 100 company, served as CEO, President and member of the Board of Directors, and grew Jorge from $50M to over $300M in revenue and eventually sold the company to a private equity firm.
After Jorge, Chris founded Cognito Road, a data collection and analytics company focused on enhanced targeting and lead generation in the commercial sector. Cognito was acquired by Defenders and Chris was asked to join the Board of Directors of Defenders. After a number of years of explosive growth, Defenders was acquired by ADT (an Apollo Global-backed portfolio company) for almost $400 million.
In addition to serving on the Board of Blue Delta investments Redhorse and Edgewater, is or has been on a number of non-profit and private company boards, including Youth With A Mission, Super Service Challenge, TrueU, Defenders (ADT), Compass Logistics, and NT Concepts.
Chris holds a B.S. from Clemson University in business administration and a Master’s in government contract management from the University of Virginia.
Morgan Higgins joined Blue Delta in early 2019. In her role, Morgan works closely with each existing portfolio company, and she has a leading role in helping source, diligence, invest in, and then scale portfolio companies. She has been involved with a number of current and former portfolio companies, including Quadrint (acq. By CACI). She currently sits on the Board of Directors of Blue Delta investments, Core One as well as CSA.
Morgan joined Blue Delta from J.P. Morgan Chase, where she served as an Executive Director focused heavily on the Government Services sector. In her role at JPMC, she served as a strategic adviser to her clients. In addition to supporting the local market at JPMC, Morgan also served as a national resource for J.P. Morgan clients across the country working in the Government Services industry.
Morgan sits on the Board of Directors of the Association for Corporate Growth National Capital Region chapter and is the incoming President. Morgan holds a bachelor’s degree in Finance and International Business from James Madison University.
John Meade joined Blue Delta as a member of the Investment Team in 2019 and plays a leading role in sourcing, due diligence, execution, and strategy for new investments and acquisition targets for our portfolio companies. He has been involved with several current and past investments, including IST Research (acq. by The Carlyle Group) and iNovex (acq. by Enlightenment Capital).
John joined Blue Delta from Raymond James where he was a member of the Defense & Government Services Investment Banking practice and focused exclusively on mergers and acquisitions of middle market government contracting firms. Prior to Raymond James, John was an Investment Banking Analyst at Outcome Capital.
John graduated magna cum laude with degrees in Finance and Economics from James Madison University.
Kevin Randolph joined Blue Delta in 2019, bringing a wealth of experience and expertise in corporate development and FP&A. In his current capacity, Kevin is instrumental in driving the growth of existing portfolio companies, leveraging a combination of organic initiatives and strategic tuck-in acquisitions. He is responsible for all aspects of the investment process including sourcing, diligence, transaction structuring, financing, and executing post-closing growth and add-on acquisition strategies.
Kevin has been actively involved with several current and past investments, including Metis Solutions (acquired by PAE), Quadrint (acquired by CACI), and W@tchTower (acquired by Achieve Partners).
Before joining Blue Delta, Kevin worked for MAXIMUS, Inc. (NYSE: MMS) as a member of the Corporate Development team supporting acquisitions, divestitures, and strategic investments across all segments and geographic markets. Kevin’s earlier roles at the firm included various positions within the FP&A organization, including corporate finance and pricing.
Kevin holds Bachelor’s degrees in Business Administration and Political Science from Colorado State University.
Alison joined Blue Delta in 2021 and leads the firm’s finance, operations, and compliance functions. Her responsibilities include budgeting and forecasting, maintaining Blue Delta’s banking relationships, facilitating the annual audit process, developing and implementing control procedures, and administering various tax and legal matters. Alison also oversees the production and distribution of quarterly financial statements and investor reporting (in partnership with the firm’s Third-Party administrator) and manages the firm’s information technology, cybersecurity, compliance, and human resource programs.
Prior to Blue Delta, Alison held roles in corporate and institutional banking and credit risk at JPMorgan and Bank of America. Alison holds a Bachelor of Science in Business Administration from Georgetown University and a Master of Business Administration from the University of Maryland. She serves on the Board of Trustees for San Miguel School, a middle school providing high-quality, tuition-free education to economically underserved students in Washington, D.C.
Chris Murphy joined Blue Delta in 2024 and plays a key role in sourcing, due diligence, execution, and strategy for new investments and acquisition targets for our portfolio companies. He has been involved with several investments.
Before joining Blue Delta, Chris was Corporate Development Officer at Cydecor, where he led acquisitions of InnovaSystems, various contract vehicles (e.g., Army ITES-3S, DIA SITE III), and SBIR assets. While at Cydecor, he founded transactivate, a startup based on a novel solution leveraging AI to help clients discover, evaluate, and acquire dormant SBIR contracts. Prior to Cydecor, he was an Investment Banker at KippsDeSanto, where he advised on several notable transactions, including the sale of iNovex (a former Blue Delta investment) to Enlightenment Capital and the sale of Entegra Systems to Acclaim Technical Services (an active Blue Delta investment). Earlier in his career, Chris served as a Strategy and Management Consultant at Wolf Den Associates (now Deep Water Point & Associates), specializing in buyside M&A and market research.
Chris holds a Bachelor of Science in Economics with a Concentration in Finance and a Certificate in Markets & Management from Duke University. During his time at Duke, he competed on the Varsity Swimming Team and was an active member of the Investment Club.
